Thornbury Town Council meets in the Council Chamber of the Town
Hall on a six weekly cycle throughout the year, with the exception
of August, when it is in recess. The cycle begins with Full Council
followed in the next weeks by four committee meetings.
Environment Committee is responsible for tree
planting, maintenance of footpaths, provision of public seats, litter
bins, dog waste bins and bus shelters. Support for the town’s
Thornbury in Bloom, running a hanging basket scheme within the town
centre, recycling, sustainability and any other matters affecting
the town’s environment.
Playing Fields and Cemetery Committee is responsible
for the operation of the Kington Lane Cemetery, the Mundy Playing
Fields and a number of smaller play areas and open spaces within
the town. Provision and maintenance of play equipment.
Town Development Committee is responsible for consideration
of all planning applications and subsequent comment and observation
being passed to the planning authority. Preparation of submissions
to planning appeals and inquiries and comment on Land and Structure
Plans and Boundary Review matters. Along with liaison regarding
Conservation Areas, Green Belt, major highway systems and all matters
affecting the physical development of the town.
Finance and Policy Committee is responsible for
all financial and policy matters of the council.

The local government Act of 1894 made revision for the election
of Parish Councils and, at a meeting held at the Cossham Hall on
4th December that year no less than 39 candidates were nominated,
some several times. Four withdrew before voting which was by a show
of hands, but after this lengthy process a poll was demanded and
an election subsequently held on 17th December 1894 for the 11 Council
seats. The Parish Council remained in being until local government
reorganisation in 1974, at which time the Council became a Town
Council and its Chairman a Town Mayor. The Mayor is elected annually
in May by members. The Mayor Making Ceremony takes place at the
Annual General Meeting. The Mayoral Chain created in silver by local
craftsman, Mr John Pinch, was a gift to the town from the Armstrong
Trust and the mayors robes and bicorn hat were presented by well
known figures in the town.
