Local Government - How it Works

Local Government duties are covered by three authorities:
Hertfordshire County Council,
Welwyn Hatfield Borough Council,
Hatfield Town Council.


Kennelwood House Members of the public often refer to “The Council” as one body when discussing anything from road signs to dustbins when in fact the three Councils are completely independent and have different responsibilities (please see the following sections for details).
Each has a different body of elected Members and its own workforce. Each authority levies a separate charge (through the Council Tax system) to cover the cost of the activities that it administers.

Hatfield Parish, one of the largest in Hertfordshire, covers 4,649 hectares, 11,489 acres or 17.95 square miles and stretches from the village of Newgate Street in the south to Lemsford Village in the north. The Parish is administered by the Town Council which engages in a vast range of community activities. It also provides recreational facilities throughout the Civil Parish of Hatfield. Full Council and Committee meetings are open to the public and details are posted outside the Council Offices. There are various Committees such as Resources & Policy, General Purposes and Leisure at which Members and Officers of the Council decide on issues affecting Hatfield. A Town Mayor is also elected each year to represent Hatfield.
