Coat of Arms The
City Council’s Coat of Arms was granted by Royal Patent in
1570. It consists of fourteen red drops with the Lion of England
on a red background above. The College of Arms does not have any
information to explain why these historical emblems were used for
the City of Chichester.
Quality
Parish Chichester City Council, which can trace
its’ first Charter to 1135, is a ‘Quality Parish’
Council. To achieve this status it had to meet a large number of
stringent criteria relating to the way the Council operates, such
as how it consults the public, how it responds to the community,
and the qualifications the Town Clerk must possess.

Other Local Government
As well as being home to the Chichester City Council, the City is
also the headquarters for Chichester District Council and West Sussex
County Council. This can be the cause of some confusion as to who
is responsible for which services.
Chichester
District Council Established in 1974, the Chichester
District Council provides services for nearly 110,000 people in
an area that stretches from Petworth to the sea and from Westbourne
in the west to Bury in the east. Its responsibilities include waste
collection, planning and building control, leisure, sport and tourism,
licensing, car parking, and public safety, and collecting council
tax on behalf of the City Council and County Council.

West
Sussex County Council Established in 1888, the West
Sussex County Council provides services for 750,000 people in an
area, which stretches along the coastal plain from Emsworth to Shoreham
with its northern boundary stretching from Haslemere to East Grinstead.
It is responsible for libraries, highways, social services, education,
fire and rescue amongst other things.
